CIPFA, UK and ICMAB to further strengthen public financial management in Bangladesh

The Chartered Institute of Public Finance and Accountancy (CIPFA), UK and The Institute of Cost and Management Accountants of Bangladesh (ICMAB) have signed a Memorandum of Understanding (MoU) on 14 December 2014 to further strengthening public financial management in Bangladesh.

Mr. Adrian Pulham, CIPFA Executive Director for Education and Mr. Mohammed Salim, President of ICMAB exchanged the MoU between them at a colorful ceremony held at ICMA Bhaban, Nilkhet, Dhaka. Dr. Md. Abdur Razzaque, MP, Chairman, Parliamentary Standing Committee on Ministry of Finance and Former Minister, Ministry of Food and Disaster Management, Government of the People’s Republic of Bangladesh, Mr. Hedayetullah Al Mamoon, ndc, Senior Secretary, Ministry of Commerce, Government of the People’s Republic of Bangladesh, ICMAB Councilors and a good number of members and students were present on the occasion.

The MoU sets out the basis for future co-operation and collaboration between the two institutes and will now work together to advance high quality public financial management within Bangladesh. Through this joint work there will be opportunities for dual membership for both parties, the development of the accountancy profession in the public sector in Bangladesh and other professional development opportunities for members of ICMAB.

As leading professional accountancy bodies, both CIPFA and ICMAB are committed to serving in the public interest and to building confidence, capacity and enhanced governance processes in public sector institutions. The MoU reflects the overlapping interests of both the bodies and their desire to share their skills, expertise and experience to further the cause of good public financial management.

On this occasion, a technical paper was presented by Mr. Adrian Pulham, Executive Director of CIPFA on Working together to improve PFM: CIPFA’s Whole System approach to Public Financial Management (PFM).
